I think you have a misinterpretation here.
Dred Scott decision based on Article III of the U.S. Constitution made it impossible for the descendants of slaves to have the rights of citizenship. Kamala Harris is not a descendant of slaves. Then there is the Emancipation Proclamation, and 14th amendment.

"natural born citizen" is defined as "a person born on American soil of parents who are both citizens of the United States at the time of the child's birth."
