Note, he is NOT talking about illegals, he is talking about US Citizens.

President Donald Trump said Tuesday he wants to send American convicts – especially "animals" and violent repeat offenders − to foreign prisons, saying there are "many" countries willing to take them for a small fee.

"We've had other countries come to us saying we would love to do that, we would love to take your criminals ... and we'll be their jail," Trump said during an Oval Office news briefing and signing ceremony for presidential actions. "And I'm only talking about the most severe cases."

"If we had the option to get them out and let them be based in some other country at a fraction of the cost," Trump would pounce on the opportunity, he added in his remarks to reporters. "And frankly, they could keep them, because these people are never going to be any good."

You say all this stuff like it's a bad thing!  A bit outside the box, but totally doable!
That said, I think it went something like this..."Hey guys, wanna see sumthin funny?  Watch this...Their little faces will look like Arnold Schwarzenegger's in 'Total Recall' when he was spit out into the planet's atmosphere...".  See? Told ja!

Awesome.
They are not citizens.
They entered illegally.
Hell, their own Country has issues taking them back, that says a lot itself.
Not to mention they are criminals..

I have known very dangerous people incarcerated and I have no problem shipping them out of the country.  However it is not constitutional to incarcerate Americans in foreign countries,
it violates due process.

This is another example of Trump's mastermind ability to use heightened communication skills. Elected officials and political pundits will speak to the illegality, The Constitution, the immorality, the logistics, etc. Trump speaks to the emotionality. This outsourcing of prisoner incarceration resonates EMOTIONALLY   with a lot of people. In the last election focusing on logic and facts didn't get Democrats over the line.

While exporting our prisoners is a novel idea, it is not a new idea. There was wishful thinking by some in the California Dept of Corrections. The inmate population  exploded in the late 1980s and 90s. It rose almost 900 percent over three decades. in 1984 there were just 12 state prisons; by 2005, there were 33. Even with this massive building, prisons are overcrowded. The State has spent billions and billions of dollars.

Some people may remember the mothball fleet with over 400 ships, in Suisun Bay as you crossed the Benicia bridge. We would fancifully think, why not refurbish these ships to house prisoners. They are self contained vessels.

We also could conjure up the image of contracting with China to house our prisoners. I remember once when US prison officials met with Chinese prison officials the question of prisoner rights came up. The Chinese said they don't have rights, they have duties. Duty to obey the rules.

I don't know about prisons gangs nationally. However, in California there have been long standing prison gangs, like the Aryan Brotherhood, Black Guerrilla Family, Mexican Mafia, Nuestra Familia Nazi Low Riders, etc. It should be noted that these gangs exercise influence outside of prison in the general society.

So, why not outsource the dangerous prisoners for the safety of Americans and reduce the cost to American tax payers.

Trump love to throw grenades into the mix just to shake things up.  He knows we can not outsource American citizen prisoners to be warehouse in foreign countries.  He loves to make comments he knows the left will go crazy making all sorts of false claims.

Trumpers love the simplistic appeals to their anger. By calling convicts "animals" Trump demonstrates that he is in tune with them.

But we don't operate government based on anger. We have a system under the Constitution that Republicans once respected. Today? Not so much.

Yes he is talking about citizens that are convicted prisoners. Thus, the problems as listed above. Yet, as previously stated it has emotional appeal.

No Trump in addition to sending illegal citizens who have committed crimes here to foreign countries he said he wanted to send violent criminals lifers to foreign countries not non violent. Trump can deport illegal criminals to any country who will take them.  Imagine MS13 one of the most violent crime gangs being sent to a foreign country to be warehouse for the remainder of their life they just might want to reconsider committing violent crimes here.  But the far left Dems don't care and Biden certainly did nothing about them nor action against drug Cartels.

Sigh. He isn't just talking about illegals. He is talking about sending US CITIZENS to be imprisoned in a foreign country.
