I know on a different forum (gaming) that I am on.  The forum admin is able to check if a person is using multiple accounts by checking the ip address.  He has reduce the amount of spam messages over the last 3 years.

I'm fairly sure user's can be blocked by IP in SMF sites such as this.
However my understanding is that only works if they are using a static, constant IP.
If it's dynamic or via VPN (as a smart scammer / hacker would use), forget it.
