Clinton did not pay hush money to Paula Jones, but he had to pay her because she sued him in court. I assume people understand the difference. What makes Trump's hush money illegal is that it was paid while he was a declared candidate. It doesn't matter who paid it, whether it was Donald Trump himself, his lawyer, or his campaign. it's money that must be reported according to the law as money spent on the campaign. This money was not reported thus clearly breaking campaign finance laws.

Now in 1999 Clinton paid $850k to Paula Jones to settle a lawsuit. Clinton was a lame duck president at the time. So neither was Clinton's payment hush money because it was a public lawsuit and neither was it illegal. Link
