From the article linked but apparently you seem not to have not read:

"The plan would break monthly bills in two parts: The fixed-income rate, plus a reduced usage charge based on consumption.

While that specific cost would go up, the actual electricity rate would go down by a third. It means customers could control their bill somewhat - if they're able to reduce electricity use."

So, for lower income people this would LOWER their bill.

You were more interested in the headline as a GOTCHA than the actual facts...

I don't trust any proposal by PG&E to "save money." 
That was promised to me a few years ago for electricity.
What happened?
My electricity bills used to be low and predictable (fairly constant).
Now they are variable and WAY higher.

I agree with Dog Walker.  I don't trust PGE. 

I have SMUD and PGE.  My PGE for gas was over $150 a month, and I section heat the house during the winter months. 

I just can't believe my gas bill would go down to under $90 when PGE hit me up for $150 for December, January, February, March, and who knows fkr April. 

Just math of the higher tier is $1028 a year (85x11).  My gas bill is nothing May-Nov.  Last June my gas bill was $22 Which translate less than $900.  By math it's cheaper to stay on the existing plan than to move to the new plan that Governor Newsom and PGE have worked on.

I agree with the above posters that do not trust PG&E.

Utility rates should be based on usage not income.
Too much sex is still not enough.

Was .30kw/h...now it's .05kw/hr

I don't blame the utilities, I blame the Democrats who run this state.
The Democrats passed a law last year that forces the utilities to implement this.
