Question: What kind of Speaker brings a bill to the floor without knowing whether he's got the votes?

Answer: The same kind of Speaker who takes his orders from Donald Trump. Former President Asshole insisted that the bill include language requiring Americans to provide proof of citizenship when they register to vote despite voting by non-citizens already being highly illegal and no evidence of a problem.

Mike Johnson, the genius who leads the House, previously justified the proof-of-citizenship requirement by saying "we all know intuitively that a lot of illegals are voting in federal elections, but it's not been something that is easily provable."

The kind that is playing politics and in many cases knows the bill will never pass but has other reasons for doing so.  Big picture.  What is in front of your face is often not what is REALLY happening.
In some cases that gives them the opportunity to blame the lack of passage on the other side.
Examples:
Demos put forth an immigration policy and Trump killed it.
Repos tried to kill Obamacare dozens of times but failed.
However just the attempt to put forth a bill bound to fail passage seems to rile up their supporters who can then say "lookie here.....those evil bastards on the other side......we wanted to do the right thing but they blocked it"

Trump has too much say in our congress.  Senators and House Reps are elected to serve the people not support and defend Trump.  Voters need to wake up or on Nov 6 will have Adodof resurrected...

On second thought, Johnson definitely knew it wouldn't pass. He's not nearly as stupid as his constituents. But he had to put it to a vote for Trump.

As for using this to "rile up their supporters," that might be difficult considering that the Republicans could have passed the bill by themselves if they had simply stuck together.
